Ogun Reaffirms Ban on Open Grazing, Vows Strict Enforcement

The Ogun State Government has reiterated that the law banning open grazing remains in full effect, warning cattle owners and herders that violations will attract stiff penalties, including jail terms and livestock forfeiture.

In a statement issued on Tuesday, the Special Adviser to Governor Dapo Abiodun on Information and Strategy, Kayode Akinmade, said the reminder followed increasing reports of traffic obstruction and farmland destruction by herders in various parts of the state.

“The government will not tolerate continued violation of this law,” Akinmade said, referring to the Animal Grazing Regulation and Cattle Ranch Establishment Law signed in 2021, which prescribes a minimum three-year prison sentence—without the option of a fine—for anyone caught grazing livestock outside approved ranches.

The law also allows the state to seize animals found in violation.

Akinmade added that the legislation was enacted to curb violent clashes between herders and farmers and to promote modern livestock farming practices.

“While herders can operate within the law, no one is permitted to block roads, encroach on private land, or cause unrest under the pretext of grazing,” he said. “Open grazing remains prohibited and will be enforced vigorously.”
