NERC Moves to Boost Grid Stability, Demands GenCos Link to SCADA

The Nigerian Electricity Regulatory Commission (NERC) has issued a directive mandating all grid-connected power generation companies (GenCos) to fully integrate their operations into the National Supervisory Control and Data Acquisition (SCADA) and Energy Management System (EMS) by December 31, 2025.

The new regulatory order, titled “Order on the Mandatory Integration of Grid-Connected Generating Units into the New SCADA/EMS for the Nigerian Electricity Supply Industry,” was published on NERC’s website on Friday and took effect from May 22. It was signed by NERC Chairman, Sanusi Garba, and Vice Chairman, Musiliu Oseni.

According to the Commission, the integration is aimed at improving real-time monitoring of the national grid, enhancing operational efficiency, and reducing the frequency of nationwide system collapses by ensuring better coordination among generation, transmission, and distribution networks.

“All generation companies are mandated to provide real-time operational data to the Nigerian Independent System Operator through the SCADA/EMS,” the Commission stated, citing Sections 12.2 and 20.16 of the Grid Code.

The required data includes active and reactive power, frequency, voltage levels, circuit breaker status, and fault alarms. The Commission said GenCos must also ensure compatibility with the protocols of the Transmission Company of Nigeria (TCN) and allow remote monitoring by the system operator.

NERC warned that failure to comply with the directive could result in stiff financial penalties and possible disconnection from the national grid.

The order also outlines technical requirements such as the installation of SCADA-compliant data acquisition devices, remote terminal units, and interface cabinets at designated control rooms. GenCos are expected to handle the wiring and maintenance of equipment needed for seamless data exchange.

The Commission noted that while TCN’s SCADA/EMS and system telecommunications project has progressed significantly, many power generation firms are yet to be fully connected to the system. Full integration, it said, is necessary for the proper functioning of the grid and to ensure compliance with the provisions of the Grid Code.

In recent years, Nigeria’s power grid has experienced multiple collapses, many of which have been linked to poor real-time coordination across power infrastructure. NERC says a functional SCADA/EMS acts as the “central nervous system” of grid operations—enabling automated controls, timely fault detection, and efficient dispatch of electricity.
